🗳️ Vote Dr. Liza Peña | House District 42 | March e3, 2026

Campaign logo with red glasses, Texas star, and blue pen for Liza.

About Liza

Texas Strong. South Texas First.

I’m Dr. Liza Peña, a lifelong resident of District 42, proudly serving Laredo and Webb County as a Texas State Guard Specialist and dedicated community advocate. I’m not in this for politics — I’m in this to serve our people, defend our values, and fight for results that matter.

Like many in our community, I’ve seen what happens when Austin ignores us — crumbling healthcare access, rising crime, failing infrastructure, and wasted taxpayer money. I’m stepping up to change that.

I bring both discipline and compassion to the job — grounded in education, service, and integrity:

• Bachelor of Arts in Political Science

• Master of Public Administration

• Doctor of Business Administration (D.B.A.)

• Currently pursuing a Master of Education (M.Ed.) in Clinical Mental Health Counseling

This campaign is about putting South Texas first — not special interests or party games. I’ll work across the aisle to secure our border, expand school choice, fix mental health access, and invest in safer, stronger communities.

I’m running a focused, accountable campaign — powered by supporters who believe South Texas deserves more than empty promises. If you believe in bold, principled leadership, I invite you to stand with me.

👉 Support this campaign. Donate. Volunteer. Be part of the change.

Why I’m Different

I’m not part of the political club — and that’s exactly the point.

I bring integrity over connections, energy to get things done, and a solutions-first mindset grounded in service, not self-interest.

• Integrity over politics — I don’t owe favors, and I won’t take marching orders. I’ll answer to the people of South Texas, not Austin insiders.

• Energy to deliver results — I’ve built a life of service through education, discipline, and commitment to something greater than myself. I’m ready to work — not warm a seat.

• Solutions-focused leadership — I bring real plans: from building mental health and rehabilitation facilities to securing the border and restoring accountability.

South Texas doesn’t need more of the same. It needs fresh leadership with the courage to act and the heart to listen. That’s what I bring — and that’s why I’m running.

My Mission

I’m running for Texas House District 42 with a mission rooted in service, accountability, and real results. South Texas deserves leadership that puts people before politics — and solutions before slogans.

Here’s what I’m fighting for:

• End waste and fraud

I’ll hold government spending accountable and fight corruption in taxpayer-funded projects.

• Strengthen border security

I support stronger enforcement, more boots on the ground, and strategic infrastructure to keep our communities safe.

• Build a public hospital for uninsured residents

I’ll lead the effort to create a hospital that serves uninsured Texans with dignity and care — because no one should be left behind.

• Empower families with education choices

I’ll fight for parents to have real options: charter schools, homeschooling, private education, or public — with funding that follows the student.

👉 Join this mission. Volunteer. Donate. Let’s fix what’s broken — together.

Core Message

No More Corruption with Our Tax Dollars

Contractors take our money, abandon projects, and face no consequences—that’s theft. I will pass the Public Project Integrity Act to criminalize fraud, ban corrupt contractors, and ensure full transparency. After 24 years of the incumbent’s inaction, it’s time for justice.

Join me in demanding accountability — vote for real change.

🏥 Build a Public Hospital & Expand Healthcare

$17.1 Million Plan to Treat Mental Health, Addiction & Save Lives

Long-Term Vision: $500+ Million Full-Service Public Hospital

The Problem

Too many families in South Texas go without basic care.

  • 30% of residents in our district are uninsured
  • Emergency rooms and jails are overwhelmed by mental health and addiction crises
  • Webb County has fewer hospital beds than the Texas average

We must act now to deliver real care — not empty promises.

What I’ll Build Now — $17.1 Million Investment

🧠 40-Bed Mental Health Inpatient Center — $5.7M

A crisis stabilization facility for psychiatric emergencies — to save lives and reduce ER overcrowding.

💊 20-Bed Addiction Rehabilitation Center — $5.7M

A long-term residential recovery center providing substance use treatment and full support services.

🏥 20-Bed Outpatient Mental Health Clinic — $5.7M

A walk-in facility offering therapy, counseling, medication management, and follow-up care.

Future Goal: Full-Service Public Hospital

Estimated Cost: $500+ Million

A modern hospital offering maternity, trauma, surgical, and preventive care — serving every resident, regardless of insurance.

How I’ll Get It Done

✅ File legislation and riders to secure $17.1 million in state funds

✅ Partner with hospitals, mental health professionals, law enforcement, and local nonprofits

✅ Apply for federal funding through:

  • HRSA (Health Resources and Services Administration)
  • SAMHSA (Substance Abuse and Mental Health Services Administration)
  • ARPA (American Rescue Plan Act)

✅ Use public land or existing buildings to lower costs

✅ Launch planning and feasibility studies for the full hospital

✅ Hold community town halls to ensure transparency and input

My Commitment

This isn’t just about infrastructure — it’s about saving lives and creating a system where no child, veteran, or senior is denied care because of their ZIP code or income.

Laredo and Webb County deserve better — and I’m committed to making it happen.

💰 $5 Million Plan to Audit Stalled Projects & Stop Contractor Fraud

Protecting Your Tax Dollars by Fighting Corruption

I will introduce legislation to:

  • Make it a crime for contractors to abandon projects or overbill taxpayers
  • Require corrupt contractors to pay full restitution
  • Ban dishonest contractors from future government contracts
  • End the practice of giving luxury gifts to influence public officials

Funding Targeted Audits

I will secure $5 million to fund independent audits of 10 stalled, taxpayer-funded projects in Laredo and Webb County. These audits will uncover waste, mismanagement, and fraud.

Why It Matters

Taxpayer money is being wasted on unfinished or poorly managed projects. Without accountability, critical infrastructure is delayed, and community trust is broken.

How I’ll Deliver Results

✅ File the Public Project Integrity Act to crack down on corruption

✅ Secure dedicated state funding for audits through the budget process

✅ Collaborate with the Texas State Auditor’s Office and local law enforcement for thorough investigations

✅ Build bipartisan support focused on protecting taxpayers and good government

✅ Work with watchdog groups and the media to ensure transparency and follow-through

💼 🛡️ $50 Million Public Safety Plan for Laredo & Webb County

Proposed by Dr. Liza Peña for Texas House District 42

Our border communities deserve safety, respect, and real resources—not political theater.

I’m proposing a $50 million investment to strengthen local law enforcement, modernize equipment, and protect every neighborhood in District 42.

🚓 What This Plan Delivers

  • ✅ Hire 100 new officers for the Laredo Police Department and Webb County Sheriff’s Office
  • ✅ Fund surveillance technology, including drones, cameras, and license plate readers
  • ✅ Equip over 1,500 first responders with lifesaving gear and protective equipment
  • ✅ Support Texas National Guard deployments for coordinated border security operations
  • ✅ Build shared infrastructure with U.S. Border Patrol to improve coordination and emergency response

📊 Why It Matters

  • Laredo’s crime rate is 10.5 per 1,000 residents — nearly double the Texas average of 6.3
  • Local officers are overworked and understaffed, risking burnout and slower response times
  • Emergency medics and firefighters lack modern tools needed to save lives under pressure
  • Border security challenges require cooperation, not chaos — with local, state, and federal agencies aligned

This plan doesn’t just throw money at problems. It directs smart, targeted funding where it’s needed most — with integrity, oversight, and measurable results.

🚀 How I’ll Get It Done

  • ✅ Collaborate with local law enforcement leaders to identify staffing, equipment, and training needs
  • ✅ Secure $50 million through the Texas state budget with support from the Appropriations Committee
  • ✅ Coordinate with the Texas National Guard and U.S. Border Patrol for joint operations and infrastructure
  • ✅ Implement strict oversight and public transparency to track how every dollar is spent
  • ✅ Host regular town halls and form local advisory groups to keep the public informed and ensure community-driven safety strategies

Texas Strong. South Texas First. Accountability Always.

🎖️ $7 Million Plan to Honor Veterans in Laredo & Webb County

Proposed by Dr. Liza Peña | Candidate for Texas House District 42

More than 3,100 veterans call Laredo home, and over 5,700 live across Webb County — but far too many still struggle with accessing mental health care, job support, and housing assistance. I’m committed to changing that.

✅ What I’m Proposing

  • $7 million in targeted funding dedicated to local veterans’ services
  • Focused on mental health care, job training, and housing support
  • Kept local — not tied up in Austin bureaucracy

💰 Funding Breakdown

  • $2.5 million — Mental health care and trauma counseling
  • $2.5 million — Job training and workforce transition programs
  • $2 million — Family support, housing assistance, and VA benefit navigation

🚀 How I’ll Get It Done

  • File a budget rider to allocate $7 million through the Texas Veterans Commission (TVC)
  • Partner with trusted local institutions like Laredo College, Workforce Solutions South Texas, and veterans’ nonprofits
  • Build bipartisan support in the Texas Legislature — because honoring veterans shouldn’t be political
  • Keep funding transparent, accountable, and focused on outcomes

“No veteran should be forgotten after the uniform comes off. We will honor them through action — not just words.”

🔫 🔫 Defending the Second Amendment in District 42

Proposed by Dr. Liza Peña for Texas House District 42

As a lifelong Texan and proud defender of our Constitution, I will always stand up for your right to keep and bear arms. In South Texas, gun ownership isn’t just a right — it’s a way of life rooted in personal safety, tradition, and freedom.

🔒 My Commitment to Gun Rights

  • ✅ Support Constitutional Carry
I strongly support the right of law-abiding Texans to carry firearms without government overreach. Constitutional Carry respects your freedom and your right to defend yourself and your family.
  • ✅ Endorse the National Rifle Association (NRA)
As a proud NRA supporter, I will back legislation that defends responsible gun ownership and expands firearm safety education — not burden it with red tape.
  • ✅ Defend the Second Amendment
The right to keep and bear arms is fundamental. I will fight to protect and expand this right from any attempt to weaken or restrict it.
  • ✅ Oppose Red-Flag Laws
I oppose red-flag laws that allow confiscation of firearms without due process. Texans deserve fair hearings and constitutional protections — not vague accusations and unchecked power.
  • ✅ Resist Federal Overreach
Gun laws should be made by Texans, not unelected Washington bureaucrats. I will defend state sovereignty and oppose federal interference in our Second Amendment rights.

📊 Why It Matters

  • 60% of households in District 42 own firearms, reflecting our strong culture of personal responsibility, self-defense, and hunting traditions.
  • Your right to protect your family is not negotiable. It is a cornerstone of our freedom and must be respected at every level of government.
  • Efforts to restrict lawful gun ownership threaten both liberty and safety. We need laws that empower law-abiding citizens, not punish them.
  • District 42 deserves a representative who doesn’t just say they support the Second Amendment — but acts on it.

📍 I will always defend your rights, your safety, and our South Texas values — without compromise.

🎓 $15 Million Plan for Education Freedom & Teacher Pay

Empowering Parents. Respecting Teachers. Improving Outcomes in Laredo & Webb County.

Proposed by Dr. Liza Peña, Candidate for Texas House District 42

In South Texas, families deserve better than broken promises. My $15 million education plan puts students first — by empowering parents with real school choices and giving teachers the pay raise they’ve earned.

✅ What I’m Proposing

📘 Education Savings Accounts (ESAs) – $7 Million

Fund 875 students in Laredo and Webb County with $8,000 ESAs, giving families the freedom to choose the school that best fits their child — public, private, charter, or homeschool.

  • Respects parental rights
  • Keeps education dollars in our local community
  • Encourages higher standards and school competition

🍎 Teacher Pay Raises – $8 Million

Provide a $5,000 raise to more than 1,600 public school teachers across Webb County.

  • Tackles the 15% annual teacher turnover rate
  • Rewards great educators
  • Helps retain high-quality teaching in local classrooms

📊 Why This Matters in District 42

  • 70% of public schools in our district are rated C or below — compared to just 40% statewide
  • Our teacher turnover rate is 15%, while the state average is only 10%
  • 30% of families in District 42 are uninsured, making education and healthcare inseparable challenges

Too many students are stuck in underperforming schools. Too many teachers are underpaid and leaving the classroom. We need bold change — not recycled excuses.

🚀 How I’ll Get It Done

  • ✅ File a state budget rider to secure $15 million in targeted education funding
  • ✅ Partner with the Texas Education Agency (TEA) to implement ESAs transparently
  • ✅ Coordinate with local school districts to distribute raises fairly and efficiently
  • ✅ Require quarterly progress reports to ensure transparency and results
  • ✅ Build bipartisan support focused on students and families — not party politics

“This isn’t about politics. It’s about giving every child a real chance — and giving every teacher real respect.”

— Dr. Liza Peña

💧 $15 Million Plan to Upgrade Water Infrastructure in Laredo & Webb County

Stopping Waste. Securing Water. Serving Our Future.

Proposed by Dr. Liza Peña – Candidate for Texas House District 42

Our water infrastructure is aging and inefficient — costing families and businesses across Laredo and Webb County. Up to 20% of treated water is lost due to leaky, outdated pipelines. It’s time to fix it.

✅ What I’m Proposing

A $15 million state-funded investment to:

  • 🔧 Upgrade leaking pipelines to prevent water loss and reduce long-term costs
  • 🏭 Expand the Laredo water treatment plant to meet growing demand
  • 💧 Modernize outdated systems to ensure clean, safe, and reliable water access for all

📊 Why It Matters

  • 💸 1 in 5 gallons of water is lost before reaching homes and businesses
  • 🏚️ Aging pipes increase the risk of service failures and higher utility bills
  • 📈 Laredo’s population growth requires improved water system capacity
  • 🌎 Efficient water use supports sustainability and drives local economic development

🚀 How I’ll Get It Done

  • ✅ File a state budget rider dedicating $15 million to water infrastructure in Webb County
  • ✅ Partner with the Texas Water Development Board and City of Laredo Utilities Department to deliver shovel-ready projects
  • ✅ Prioritize transparency, local labor, and long-term maintenance to ensure durable impact

💼 Small Business Freedom Agenda — $3 Million Investment for Laredo & Webb County

💼 Small Business Freedom Agenda — $3 Million Investment for Laredo & Webb County

Helping 125 Autistic Adults Build Careers in Laredo & Webb County

Proposed by Dr. Liza Peña – Candidate for Texas House District 42

Every year, families across South Texas are left behind when school-based autism services end. Adults with autism deserve better than silence — they deserve opportunity.

📊 Why It Matters

  • 1 in 36 children in Texas is diagnosed with autism
  • School services end at age 18 or 21, leaving families on their own
  • There is no state-funded workforce pipeline for neurodiverse adults
  • South Texas employers are struggling to find reliable, trainable workers
  • With the right investment, District 42 can lead Texas in inclusive job training

💰 The Investment: $4.2 Million Over 5 Years

I’m proposing a state-funded pilot program, based in Laredo and Webb County, that will:

  • Invest $840,000 per year, totaling $4.2 million over 5 years
  • Support 25 autistic adults per year, helping 125 total
  • Be exclusive to District 42 during the pilot phase

🛠️ What the Program Includes

  • Trade certification training through Laredo College
  • One-on-one classroom assistants to ensure success
  • Job coaching and placement via Texas Workforce Solutions
  • Transportation stipends, learning materials, and wraparound supports
  • Annual data reports on job placement, retention, and satisfaction

🤝 How I’ll Get It Done

  • ✅ File a budget rider in the Texas House to secure full funding
  • ✅ Partner with the Texas Workforce Commission, Texas Education Agency, and Laredo College
  • ✅ Collaborate with local autism advocates, parents, and employers
  • ✅ Track measurable results through annual reporting and public transparency
  • ✅ Build bipartisan support focused on workforce development and family needs

👥 Who This Program Helps

  • Autistic adults seeking jobs, independence, and purpose
  • Families with no support once school services end
  • Employers looking for dependable, skilled workers
  • The entire community, by expanding opportunity and inclusion

“Opportunity should belong to everyone — not just the privileged.

This program will transform lives — not just for those with autism, but for our workforce and our economy. I will fight to make this pilot a reality in South Texas.”

Supporting Local Entrepreneurs to Grow, Create Jobs, and Cut Red Tape

Proposed by Dr. Liza Peña for Texas House District 42

Small businesses are the backbone of our economy. But in South Texas, they’re often burdened by high taxes, limited capital, and government red tape. I’m proposing a targeted $3 million plan to help entrepreneurs thrive — with direct support, job incentives, and regulatory relief.

✅ What I’m Proposing

💸 Start-Up Grant Fund – $1.5 Million

Support 200 local entrepreneurs — with a focus on veterans, women, and first-time business owners. Grants will be managed through trusted local partners.

📈 Border Small Business Tax Credit Act – $1 Million

Offer a $2,000 state tax credit per new hire for businesses with fewer than 50 employees — to reward local job creation and expansion.

🏛️ Rural & Border Business Relief Act – $500,000

Cut burdens for small businesses earning under $500,000 annually:

  • Franchise tax relief
  • Faster permitting
  • Help navigating local and state regulations

📊 Why It Matters

  • Local small businesses drive job growth and keep dollars in the community
  • Many struggle with access to capital, startup costs, and confusing rules
  • These policies help new businesses open, expand, and hire — faster and more affordably
  • A strong small business sector means economic independence, not government dependence

🚀 How I’ll Get It Done

  • ✅ Introduce legislation and budget riders to secure $3 million in funding
  • ✅ Partner with the Texas Workforce Commission, Texas Economic Development Office, and local nonprofits
  • ✅ Work directly with business owners to keep the program simple, fast, and accountable
  • ✅ Require transparent reporting and feedback to improve the program over time

📍 Texas Strong. South Texas First. Accountability Always.

Proposed by Dr. Liza Peña | Candidate for Texas House District 42

South Texas stands ready when disaster strikes — and our Texas State Guard should be just as ready. As a proud member of the Guard, I’ve seen the dedication of our volunteers. But too often, they serve without the modern tools, training, or support they need. It’s time to fix that.

I’m proposing a $7 million investment to strengthen readiness, improve safety, and honor the service of Guard members in Laredo and Webb County.

✅ What I’m Proposing

A targeted $7 million state investment to support:
